Harry Potter 5 vs. British bureaucracy

If you’ve read the fifth HARRY POTTER novel, you’ll know that it features a dramatic escape via broomstick sequence that would translate to a very dynamic film sequence. Unfortunately, David Yates, the director of the fifth film is running into some trouble with pre-production on the sequence: local city councils.
The director told THE INDEPENDENT:
So far, we have spent a lot of time on boats on the Thames. I want to do a great big wizard chase past the London landmarks and it is going to be very exciting, but it has not been easy to set up. We need to secure the co-operation of 17 different councils, and some of them are doubtful at this stage. My location manager is going to spend the next four months trying to sort it all out - we don’t start shooting until the spring.
Don’t the British people know that Harry Potter is their top cultural export at the moment? Let’s make it happen, people!

I think this is ridiculous! Many Harry fans are looking for this. It was, in my opinion, one of the best parts of the book! And it is so critcal to what happens later! If this doesn’t happen then it will be insane and there will many very very angry fans in the Harry Potter world that JK Rowling has made for us and that the producers of the movie have given more life to.
